Writer then falls back to treating the first heading that follows it as its chapter. That used to be the Heading 1, which contained both Heading 2 entries. Now that the Heading 1 has been removed, "Introduction" becomes the assumed chapter — and "Generation Two" is a sibling of it, not part of it, so it drops out. -- You are receiving this mail because: You are the assignee for the bug.
