Neil, "Default Languages for Documents" is general, for any new document.
Indeed "for the current document only" is document specific. But how can be put
a thing in 2 different places in the same time? If we move "Default Languages
for Documents" from here, a general setting will not be in Options. 

The only option I think could be possible is to have a title like
"Default Languages for this documents" that is getting by default the 3 fields
from settings, and can be override by the user options in File - Properties.

Lets ask UX.
