The usual way for me to change the default document language is Tools >
Language > For All Text. That is less hidden. BTW, its More... entry goes to
the setting in Tools > Options with "for current document" already checked.

I agree, that it should not be via a checkbox in Tools > Options. My suggestion
would be to change the above mentioned More... entry so, that it opens an own
dialog to select the language. A simple drop-down list there is not enough,
because it needs the ability to set Latin, Asian and CTL language.

The help topic "Selecting the Document Language" misses a hint to the way via
Tools > Language.

An issue is, that the default language is not saved in the default style in 
case of Draw and Impress.

And a further issue is, that it is not clear, how the language entry in the
status bar works, and that is does _not_ change the default document language.

But those require different bug reports.
