Your description of the workaround is accurate, it is what is used at present
as a workaround in Calc.

American's write "20 Jan" meaning the same as "January, 20th". They don't mean
"1st January 2020".

ISO format dates also follow international conventions, where 20th means the
day of the month.

Calc should reflect common usage.
