Description:
Windows clipboard format CF_TEXT should stored by ANSI encoding.
LibreOffice 26.2.6 is ANSI encoding, but LibreOffice 26.8.0 is UTF-8.
Both of CF_OEMTEXT and CF_UNICODETEXT are correct encoding.
Steps to Reproduce:
1. Open Japanese document LibreOffice 26.8.0 Writer/Calc.
2. Select Japanese Text or cell, then Copy it to clipboard.
3. Checks CF_TEXT content by Clipboard format viewer or paste to non-UNICODE
text editor.
Actual Results:
CF_TEXT content is UTF-8 encoding.
Expected Results:
CF_TEXT content is ANSI encoding.
Reproducible: Always
