I understand that it can make working with multiple worksheets and formulas
between them more difficult (but not impossible). If it was such an impediment,
I would guess that more users would complain, because users would clearly
"feel" the difficulties.

In contrast, other regressions are not so easy to be noticed by users. For
functions that might return an incorrect result under certain circumstances,
users would not notice the problem so easily because we tend to trust that
functions would work as expected (much like a simple calculator, for instance).
There are several of such reports, and no one is rushing to correct them. So,
in relation to those reports, this one would seem to be of "normal" importance.

When users can easily notice an important problem, you would have them
complaining "in mass". When a function does not work as it should, it is not so
easy for users to catch the problem, so when such report exists, it should rank
higher in importance and should be corrected much sooner than what actually is.

Anyway, set the importance as you wish.
