A numbered list that starts at 2 is shown as "2. 2. 2. 2. 2." instead of "2. 3.
4. 5. 6.".
PowerPoint writes <a:buAutoNum type="arabicPeriod" startAt="2"/> on every
paragraph of such a list, not only on the first one. Since commit 8e2e7e1dfd65
(bug 168406), oox restarts the numbering on any paragraph that has startAt
(textparagraphpropertiescontext.cxx, "if( nStartAt >= 0 || bStartingNumList
)"), so each item starts over at 2.
The standard does not treat startAt as a restart. ISO/IEC 29500-1 buAutoNum
(21.1.2.4.1) says startAt "specifies the number that starts a given sequence of
automatically numbered bullets", and that the numbers are "based on both
buAutoNum attributes and paragraph level". Consecutive paragraphs with the same
attributes at the same level are therefore one sequence.
In ODF, text:start-value on <text:list-item> does restart the numbering at that
item (ODF 1.3 part 3, 19.874.3). LibreOffice now writes it on every item when
saving as ODP, which is why the ODP shows the same result.
Steps: open the attached PPTX (saved by PowerPoint 16, list "Start at 2", five
items).
Actual: 2. 2. 2. 2. 2.
Expected: 2. 3. 4. 5. 6., as in PowerPoint.
A restart should happen only when a new list begins, or when type or startAt
differs from the previous numbered paragraph at the same level.
Reproduced on 26.8.0.3 and master, macOS.
