Well, it is true that:

1. The styles sidebar context menu for Heading N styles does not offer to open
the Heading Numbering dialog.
2. The styles sidebar context menu for Heading N styles does not offer to set
the numbering style for the relevant heading/outline level to a certain style.
Or just to turn numbering on or off with the preset value.
3. The context menu for text in a Heading N paragraph in the editing pane of
Writer offers you a choice of list styles via a submenus (and a rather poor
choice if I do say so myself) - but it does not offer to open the Heading
Numbering dialog, which is the more likely way you would want to number a
Heading paragraph.
4. The Outline & List pane of the PS editing dialog, for a Heading N style, is
almost all grayed-out - so you cannot edit the appropriate level of Heading
Numbering directly, and there's no button to take you to Heading Numbering.
