This keeps tdf#168406's case working (cases B and O). Changing only when setRestartNumbering is called is not enough: startAt can also come from a:lstStyle, where the restart flag is inherited by every paragraph (2. 2. 2. again), and paragraphs without a:pPr must count too. In cases P, Q, S and T of attachment 208769, PowerPoint for Mac and Windows differ. Both show "2." on opening. PowerPoint for Windows renumbers it to "1." after any edit; PowerPoint for Mac only while the list is changed, and shows "2." again when it is restored.
