The Collabora Github thread (see comment 17) has this link to a description of
the commit:
https://gerrit.collaboraoffice.com/c/online/+/15558
>From the description in the link:

"ARRAYTOTEXT always joined the values with "," and ";". In a locale with a
decimal comma, like German or Danish, a reader can't see where a number like
1,5 ends and the next value starts.

The separators are now the ones formulas are entered with, which come from the
locale of the view. The concise format uses the function separator and a space,
the strict format the array column and row separators.

Also the function wizard text for the Format argument named the fixed
separators, so it now names the function and array separators instead."

[End of quote]

I assume the LO commit is the same as this commit, i.e., that the patch made by
a Collabora developer is going into the main LO distribution, too.

In that case, the ARRAYTOTEXT function has entered LO from the Collabora part
of the ecosystem, and now the developer who originally implemented the function
has made a patch, which was reviewed through the Collabora system (likely
looking at this thread in the process). Fair enough, if you ask me.

As far as I can see, the chosen solution correspond to what was suggested here
in comment 12.
