I can confirm that the commit fixes the issue, testing attachment 208669 with
Master build:

Forcing re-calculation with Ctrl+Shift+F9 results in strings where the
delimiters from Calc Formula settings are used (menu Tools > Options > Calc >
Formula > Separators). Concise format uses the delimiter also used in
functions, while strict format uses the column and row delimiters. Changing
delimiter settings and re-calculating confirms that current settings are
respected.

This behaviour is consistent and logical, and it gives the user freedom to
adjust separators (including adjusting to settings that correspond to Excel in
the locale, in case there is a difference).

Tested on this version:

Version: 27.2.0.0.alpha0+ (X86_64)
Build ID: 1fd35eecddee02f06dbd67b2d41f06dbf8e17e1a
CPU threads: 20; OS: Windows 11 X86_64 (build 26300); UI render: Skia/Raster;
VCL: win
Locale: da-DK (da_DK); UI: da-DK
Calc: CL threaded

As suggested in comment 13, it would be nice if the help system description for
ARRAYTOTEXT described this aspect of the function.
https://help.libreoffice.org/27.2/en-US/text/scalc/01/func_array2text.html
But improved help description is not part of the bug.

Setting status to RESOLVED FIXED.
