A group with a decorative member, and a decorative group

In Impress a shape inside a group can be marked Decorative (Format >
Description... > Decorative). In a tagged PDF this flag is ignored when the
group itself is not decorative: the member is tagged like the other members of
the group, so its text becomes a P in the group's Figure, and a screen reader
reads the decoration as content.

Steps to reproduce:
1. Open the attached decorative-group-member.fodp. It has a group (not
decorative) with a text box "Meaningful text" and a decorative text box
"Decorative member", and a decorative group with a decorative text box.
2. File > Export as PDF, with "Universal Accessibility (PDF/UA)" checked.
3. Look at the marked content of the page (for example qpdf --qdf and search
for BDC, BMC, EMC and BT).

Actual: "Decorative member" is in /P <</MCID 3>> BDC, tagged as a paragraph of
the group's Figure, the same as "Meaningful text".

Expected: "Decorative member" is in /Artifact marked content and has no
structure element, like a decorative shape outside a group.

In svx/source/sdr/contact/viewobjectcontact.cxx,
ViewObjectContact::createStructureTag creates a structure tag only for objects
that are not in a group (ISO 14289-1, 7.3: the members are part of the group's
Figure). This check comes before the Decorative check, so a decorative group
member gets neither a tag of its own nor an artifact, and its content stays in
the group's tagged content.

The attached decorative-group-member-26.8.pdf is the output of 26.8.0.3. There
the text of the decorative group is in no marked content at all: that part is
tdf#173780.

Reproduced on 26.8.0.3, macOS.
