A chart with a description

The alternative text of a chart (Format > Description..., Title and
Description) is lost on XLSX and PPTX save. ODF keeps it as svg:title and
svg:desc, and a tagged PDF has it as /Alt of the chart's Figure, but the OOXML
chart frame is written with id and name only.

Steps to reproduce:
1. Open the attached chart-with-description.ods. The chart is named "Sales",
and its description is "Sales rise in L2".
2. Save as XLSX.
3. Look at xl/drawings/drawing1.xml.

Actual: <xdr:cNvPr id="1" name="Sales">. The description is gone; reopened in
Excel or LibreOffice the chart has no alternative text. The attached
chart-with-description.26.8-output.xlsx is the output of 26.8.0.3.

Expected: <xdr:cNvPr id="1" name="Sales" descr="Sales rise in L2">, and title
when the chart has one, as for shapes.

The same happens for a chart in Impress saved as PPTX
(p:graphicFrame/p:nvGraphicFramePr/p:cNvPr). DOCX is not affected: Writer
writes descr and title on wp:docPr itself.

The import already reads it: an XLSX chart frame with descr comes into Calc as
the description.

ChartExport::WriteChartObj in oox/source/export/chartexport.cxx writes the
cNvPr of the chart frame with id and name only, while ShapeExport writes descr
and title for shapes.

Reproduced on 26.8.0.3, macOS.
