It is quite common and the same behavior is implemented in Inkscape and GIMP, at least. None of the apps use the grid in these situations. Precise movements are a FAQ. And while we obviously shouldn't always snap - you wont be able to leave the snap point - I could imagine to change the shift+arrow behavior and jump to the next snap line.
