ODS file with two unprotected merged cells

This applies to .ods format; xlsx works OK in Calc. It applies to all Calc I
tested from 26.8.1.1 back to the oldest version I have, 4.0.0.3

An unprotected merged cell cannot be copied and pasted into a similar sized,
unprotected merged cell when the sheet is protected. The dialogue "Protected
cells can not be modified" appears.

This arose from a question at
https://ask.libreoffice.org/t/libreoffice-calc-cell-protection-is-broken/138656

I have attached an .ods spreadsheet with two unprotected merged cells, both 4 x
3 cells size. It is not possible to copy from the merged cell starting at A1
and paste into the merged cell starting at F1.
