We can disable the Remove button on Add or Remove Programs Control Panel applet - only when VersionNT < 600 (XP, 2003 Server). So the user will not encounter the corrupted characters. If the user wants to uninstall LibreOffice, it is possible with the Change button, and LibreOffice can be uninstalled by the Wizard, where characters are not corrupted.
