Thank you for thinking about it. I will try to be brief then.

You have it right.

1) Select text. Text spans pages. (unless you can select pages w/out selecting
text?)
2) Choose "Apply Page Style"
  or "Format > Choose Page Style"
  the name of the command doesn't matter
3) Section break inserted above and below the selection (if not already exist)
4) Section breaks inside selection removed
5) Style is applied.

"Format > Page..." already exists, which lets you choose a page style. It does
not create text sections however, and will apply the style to pages before and
after the current one until the next section break. This brings up an important
point however.

I now realize "Apply Page Style" is the wrong idea. What it should be is: a
command to create Text Sections more intuitively. Text Sections already have a
style, which may be changed. No applying is needed, so "Apply Page Style" is
confusing and inaccurate. And I apologize for suggesting it. It was the wrong
way to word.

What I want is a "Create Text Section" or "Selection to Text Section" option in
the right-click menu. (Or in the Tools menu. Or the Insert menu.) Once it has
removed Section Breaks inside the selection, and inserted Section Breaks at the
top and bottom, then it can bring up the "Format > Page..." dialog
automatically, so the user can change the style of that new section.

I think the only reason to create a Text Section in this way is to apply a
certain style to some (not all) pages, so bringing up the "Format > Page..."
dialog is implicit.
