I can't reproduce either by creating a new Excel file. Did you tried to ctrl+click on the link instead of simply clicking on it? The behavior has changed and you can modify it under Tools > Option > LibreOffice > Security > Options. I'm closing the bug as Works for me. If it doesn't work using ctrl+click please reopen it.
