In 4.2 release (at least on Ubuntu), when formatting a single cell, different
top and bottom borders cannot be set. They always revert back to being the
same.
This is also true when importing a RTF table - different width top and bottom
borders on single cells are made to be the same.
This was not a problem on earlier versions of LO
