While the addition of the resource fork does happen before actually executing a file-open in LibreOffice, it only happens after running LibreOffice, opening the Open dialog, and selecting a file in that dialog. Since this does not happen when selecting files in other applications' Open dialogs, there must be something different about how LibreOffice's OS X package is interacting with the operating system.
