Problem description:  bullets and numbering/ outline  list /  numeric and all
sub-levels numbering does not work. It is not setup properly in the options
tab.

Further:-
The numeric and all sub-levels selection can be set up correctly in the options
tab. However this does not become permanent or global either within the
document being editted or across documents as these new settings will only
apply to the one list currently being formatted within that document. 



Steps to reproduce:
1. ....
2. ....
3. ....

Current behavior:
Does not show all levels, 
On pressing the Tab button against a list line it just indents and does not
show all levels, it just displays level 1. 

Expected behavior:
On pressing the tab button against a list line it should indent and display the
new sub-level. 

I have tried using tools/ outline numbering but this appears to be just for
headings or is best used for only that purpose. At one pont I lost all the
heading outline numbering in the document and it only returned when I
re-instated the outline numbering against headings.
