LibreOffice is not even a Metro/Modern application, it uses the “official” Windows Installer facility, and Windows 8.1 messes with file associations every time you install or uninstall something — it could be any application installer that could be causing missing thumbnails. Or at least for a few Win 8.1 machines I’ve handled, that’s what I observed.
