Or do you mean at save when a new image is inserted (not saved yet in the document)? One possibility is to check images DPI at save if it should check images or not and the DPI limits could be globally configured. So for example you could configure the maximum DPI image can have and target DPI if image exceeds maximum. By default this would be off.
