When installing a package, dpkg controls if dependencies are ok between the packages already installed on your system and the package to install, that's all. Apt will try to resolve these dependencies problem by installing/upgrading/... required packages if possible. In your case, since you're trying to install with dpkg, you must manage by yourself dependencies problems. So I'd say it's not a bug here.
