It's alphabetical but with a twist from alphabetical everywhere else in Windows. Something with a space and additional text is listed before something without it. So "Test App Z" will appear before "Test App" in All Programs. Note that this is opposite from Explorer which would see Test App Z after Test App. So, none of the requested changes of reordering could be achieved without altering the actual names to something like "1. LibreOffice", "2. LibreOffice Writer", etc. This would be less than ideal to say the least. Windows automatically places a recently installed app on your initial Windows Start Menu list mixed in with your most-used apps below any pinned apps you have. Unfortunately for apps with multiple icons, it appears only the first icon will make it. And that means first in terms of it's weird alphabetical order that puts "LibreOffice" last after all the app launchers. So, we wind up with LibreOffice Base in the main Start Menu. The easiest solution would be to switch LibreOffice to a single app icon which would cause it to immediately show up within the main Start Menu. That may bug folks that like the individual app icons, though. We could perhaps move them into a subfolder within the LibreOffice folder in the Start Menu. Something like "Individual Apps" or "Direct Launch". That would be more complicated to get to but keep them all there. Another possibility would be to rename the LibreOffice icon to something like "LibreOffice 3.5". That would move it to the first position and should cause it to show in the main Windows Start menu on install.
