The background color of the image appears to be white, and I do see tick labels on the vertical axis. The rendering of the SVG appears to roughly match what I see in Inkscape 0.48 and in Firefox 30 (modulo some rendering differences based on the strokes around the vertical bars when zoomed waaay out).
