Summary: Calc not reading .csv files

Wordpad view of .csv file, LibreCalc view of same file
I installed the latest LibreCalc release (4.3.0.4, Build ID:
62ad5818884a2fc2e5780dd45466868d41009ec0) yesterday. I tried opening a .csv
file with it which I do daily (its a report I process) and all it read in was
garbage. I looked at the .csv file and its 'normal'. I can open the .csv file
with the previous version of LibreCalc and with Excel. As such, I have
re-installed the previous version of LibreCalc until the next release of
LibreOffice.
I have added 2 attachments. The first is what the .csv files looks like in
Wordpad. The second how Librecalc 4.3.0.4 interprets it.
Edit: I appended (using Paint) the two attachments as this bug reporting
routine only accepts 1 attachment.
