Please don't try to make PDF format an editable format, you will only confuse the user. Think that you can't distinguish between PDF, PDF archive and PDF hybrid. About save vs. export: I think (I already made this proposition) that LO should save / save_as in ODF only and export in all other formats, including OOXML. Best regards.
