I know at least one MSI-packaged app that can be installed in a user directory without admin rights (SciTE, at http://opensource.ebswift.com/SciTEInstaller, which installs to %USERPROFILE%\AppData\Local\Apps). In my particular case I had already installed LO to "C:\Program Files\LibreOffice 4" when our sysadmins kicked all us regular users off the local Administrators group, but granted write permissions to specific folders.
