Sorry if it's inappropriate to raise this bug from the dead, but I'm facing
pretty much the same issue and maybe it can be circumvented. I know at least
one MSI-packaged app that can be installed in a user directory without admin
rights (SciTE, at http://opensource.ebswift.com/SciTEInstaller, which installs
to %USERPROFILE%\AppData\Local\Apps).

In my particular case I had already installed LO to "C:\Program
Files\LibreOffice 4" when our sysadmins kicked all us regular users off the
local Administrators group, but granted write permissions to specific folders.
I _think_ I would be able to upgrade LO if the installer didn't check for admin
permissions at startup. What do you think?
