I suggest you to set it as enhancement because it seems legitimate to want simulate writing on colored paper. You can propose to add a paper color in the page style. That said I do not know if such a parameter is allowed in ODF standard. There is a workaround to simulate the paper color: set the document background to the wanted color. You can do that in menu Tools > Options > LibreOffice > Appearance. Note that this setting does not have effect on pdf export and probably on printing (no printer to test). Closing again.
