The real problem is in Writer where you can't define a paper color. That make you can't create an electronic document with colored pages. In the case of a printed document you can print on a colored paper. But you can't define the color of the page when export to pdf. What is somewhere contradictory with the background color restricted to text area, is that you can add a background image on a page and you can set this image in a way it covers the entire page.
