Start Center --> Templates --> Edit Templates which launches the Template Manager dialog. And on the Template Manager the "Get more templates for LibreOffice" button as highlighted in the clip. Launches a web browser session and allows user to search select and download a template into their own cache of templates. Rather than cluttering the Start Center -- I think having it delivered from a web browser interface is more efficient and cleaner.
