It requires using Tools -> Advanced: Expert Configuration and locating the "TabbarInlineWithScrollbar" property. Also, at present it is only applied to the Scroolbar/Tabs on Calc, it does not impact Impress. Work on bug 73077 will resolve that. @Foss -- the new default was designed and implemented as such to permit scroll bars to integrate better by OS and DE.
