I think you need to enable Complex Text Layout (CTL) in LibreOffice >
Preferences > Language Settings > Languages. Maybe you’ll also need to set
“Dzongkha” as the default CTL language (in the same dialog).

For those of us unfamiliar with Macs, what is that shortcut?
