Hello, 

I found that the library is installed in 4 places
C:\Program Files (x86)\Win7codecs\filters
c:\Program Files\shark007\filters (Source http://shark007.net/)
c:\windows\system32
c:\windows\syswow64

therefore there must be mulitple Versions installed
(obviously from software for video processing).

I will try to deinstall step by step some of them
to find out which one causes the problem.
