Now I just updated to LO 5.1.03 x64, the problem is gone; the dialog "format picture" shows clearly, whether a picture (graphic) is linked or not, great improvement. I can open all the files in question. So I also could find out that the file submitted had the pictures linked, not embedded, even if the size changed from 40kb (original file) to over 5MB (test file). All the testfiles I created with embedded graphics were changed to linked graphics after saving, so there is no sense to submit a different file. With the successful release of LO 5.1.03 I consider this bug to be solved.
