Currently there are 30 levels of Importance(5x Priority : 6x Severity). The QA
documentation is contradictory. There is no clear rule as to whether a
low:major is more or less important than a high:normal. The best guidance I
could find is here:

This essentially maps every Priority to a single Severity level.
Highest:Critical
High: Major
Medium:Normal
Low: Minor
Lowest:Trivial
This suggests to me we could reduce the Importance levels from 30 to 6 by
reducing all priorities to a single neutral level (P1 or something) and not
allowing any other options. This is exactly what LLVM has done on their
Bugzilla and seems to work well for a project similar in scale.
