Sorry sorry sorry! I would like to delete them, but this is not possible. The word "horizontal" was completely misleading to me ... However, I can also CONFIRM the gap at the bottom of the *vertical* ruler, if this is the issue you are talking about; this is indeed a bug and should get fixed. Please note that the screenshot I have attached is interesting for this question, too: it shows that the gap at the bottom of the *verical* ruler disappears as soon as the complete window is filled with text, e.g. when scrolling through a long Writer document. But when creating/opening a new, empty document or when the visible text does not reach to the bottom of the window, the gap is always visible.
