When doing insert a header or footer, "Apply" applies it to a single slide,
whilst "apply to all" applies it to every slide in the presentation (only
exception is if "do not show on first slide"
Reproducible: Always
Steps to Reproduce:
1. create n-slides
2. select some slides
3. insert header or footer
4. click on apply or apply to all
Actual Results:
there is no way of adding a footer to a selection of slides.
Workaround is to add a footer to each slide individually
