If the only reason to have a different master page is so that the text content of a footer can vary when all of the styles, etc remain the same, then that sounds like a lot of unnecessary duplication. The easier way would be to simply change the footer in the actual page and not the Master. In any visual object (like a spreadsheet, text document, slide) there is FORM and CONTENT.
