Not really, sounds more like a workaround.

If the only reason to have a different master page is so that the text content
of a footer can vary when all of the styles, etc remain the same, then that
sounds like a lot of unnecessary duplication.

The easier way would be to simply change the footer in the actual page and not
the Master.

In any visual object (like a spreadsheet, text document, slide) there is FORM
and CONTENT. All the FORM should be contained in the masters, to reduce
redundancy and ensure consistency, meaning that the author can focus on
consistency.
