Well, I just did a repeat "apt-get update; apt-get dist-upgrade" and it still
yields the same error.
So, if it's a Debian error, it goes all the way up for Testing.
Harfbuzz is already pretty new; apt-get reports:
libharfbuzz-bin is already the newest version (1.2.7-1+b1).
