This is an Ubuntu packaging bug, therefore not our bug. Ubuntu doesn't install
libreoffice-base by default.
If the Ubuntu Software installer doesn't install it, then that is a problem
with Ubuntu, not LibreOffice.
LibreOffice Base requires Java and the corresponding LibreOffice sdbc driver
packages. If Ubuntu doesn't install these when you ask it to, that is a distro
packaging problem.
@Ziggy : either file a report on the Ubuntu Launchpad (or check to see whether
one has already been filed), or completely remove the distro-provided version
and install from the TDF download.
