"Software bugs are hard to reproduce"
When trying to reproduce with a simple document, the comment was correctly
flagged as deleted in both cases: When the comment was deleted as part of the
surrounding text, and when only the comment was deleted (by pressing backspace
at the right position in the text).
So maybe the problem is the result of another defect in the area of "record
changes".
