This has always been by design and intentional.
And, at 5.3.0 should enable the experimental features (Tool -> Options ->
Advanced) and review use of Tools -> View -> Toolbar Layout menu
The Sidebar mode should provide what you seek, but Single Toolbar and any of
the Notebook bar modes should be of interest as well. To revert to default
either select the Default layout and disable experimental features, or clear
your profile and rebuild with defaults.
