With a cleared/new user profile the Sidebar will open to the closed state.

Clicking the Properties dialog will open the deck and its content panel to its
full width.

And, once a profile has been created--the stat of the sidebar decks is recorded
into the profile. So any undersize width of deck is transient.

I do see this with the new Page deck and content panels (bug 83830) which
consistently cropping their controls on initial launch with a new profile. But
they do retain full with in profile once set.

Some content panels/decks can be adjusted narrower 'til they autoclose (Styles
& Formatting, Gallery for example), others have established minimums that do
not allow shrinkage narrower than the space needed for the controls.
