I select the cell by left clicking on it. I then click again in an effort to
drag it to another location and all that happens is that both the cell I
clicked and the cell to which I am attempting to move the original cell are
both highlighted and selected.
I have also tried selecting the cell by using the arrow keys with the same
result
On the other hand if I select two or more cells both are selected and
highlighted and I am able to drag these to another location.
