You are quite correct.
I used Excel from Office 2003 for many years and the behavior is quite
different.
In my case clicking on a cell creates a bold, black border. That is what I had
been doing and found that the contents of the cell did not drag and drop.
Ctrl-click or Shift-click highlights the cell in light blue then pressing the
left mouse button does move the content of that cell.
It is interesting that if two or more cells are selected then it is not
necessary to ctrl-click or shift-click in order to drag and drop.
Inconcistancy?
