Lo has bugs, but such a general error "cannot start x64 LO in x64 Win8.1" is
not likely. I cannot reproduce it with 5.3.0.3.
So, please try to find a cause yourself, usually it's corrupted installation
file, or some local specifics.
I'm suggesting that you:
- get http://tdf.io/siguiexe to easily get and run "parallel" LO in Windows
(extract without installation)
- run different extracted versions and architectures (32-bit or 64-bit) related
to this bug in order to test crash
- note crash report link for crash, sth. like
crashreport.libreoffice.org/stats/crash_details/....
