This is correct and is not a bug, the TB builds of master do not install the
MSVC++ runtimes by default, they are packaged but do not install.
For testing with TB builds of master that now are using MS Visual Studio 2015
Update3 (e.g. TB42), you need to run the MSVC++ runtime installer as
administrator prior to launching LibreOffice 5.4.0/master.
Note that with TDF release build configuration, the runtimes are installed if
needed, and the necessary Windows registry entries are also made.
