I updated the Screenshot. If you look at them you should clearly see the
problem now. ;)

I can't say if it's limited to 10.11. I don't have the later 10.12.
I checked all my fonts for a faulty one but no result.

Which font should be used and what kind of encoding?

The effect is independent from the UI language. I use/tested DE, en-GB, ES, PL.
Same situation on all those.
